The moment she escapes, you need to search for her, and for that, you need to use Dark Light to find her trail. Capture the maid and then get your hands on the briefcase and take back your possession to the lab.
Completing The Gooigi Tutorial
After returning to Professor E. Gadd, you will see that he locks Luigi in a cage and forces him to use Gooigi in order to escape. All you need to do is to persuade him to those areas where he can see the wheel lock on the right.
