Anubab:
Thank you for the clear steps you outlined above. Unfortunately, I tried them all and still cannot open the Windows Security System and therefore cannot use disk repair on my Windows 8 ThinkCentre. System recovery is also not working; I can’t get on the Internet; and the screen is dimmed. All of this started last night as I was surfing the net looking for a used kayak, so I’m pretty one of the alleged kayak sellers infected the ThinkCentre with a pretty powerful virus.
I have several other computers, included the iMac I am writing this note on (not on the same network as the ThinkCentre), but out of curiosity I wonder if there is any way to do a virus check or other diagnostic test with no Internet connection or WSS. I’m getting ready to donate the ThinkCentre anyway, since Windows no longer updates Windows 8, but I hate to give up a computer due to a virus. Any suggestions?

Thanks to Kapil Arya video, the actual solution is, in registry, go to Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wscsvc and turn Start from 4 to 2 and reboot.
