It means, when you log into Chrome on a separate device with your account, Google will apply that theme to the Chrome on the new device as well. You literally take your theme with you.

How To Remove A Chrome Theme?
If you don’t want to add some fancy theme, and want to remove a Chrome theme, you can revert back to the default theme as well.
To see the classic white theme of Google Chrome, here are the steps you can follow to remove a Chrome theme.
- On your system, open Google Chrome.
- At the top right, click on the hamburger menu (≡).
- Select Settings.
- Under Appearance, click Reset to default.
This will bring back the classic white Google Chrome theme back.
