Had the same issue but none of the fixes would work and ?I found out the Search Api.dll i need to fix was bad as well as the back-up. I used Ultimate Windows Tweaker 4.8 to run it did the DISM .exe repair of the image, and then I ran with the same program the SFC\scannow, and it all fixed and work.
If you are having issues that the fix here or others do not work. Run the SFC\scannow to see what is going as it fix some issues but not if there is corrupt file. Ultimate Windows Tweaker got all work. It does the scans and more.
