The same happened with me. I just opened the notebook in VS Code. I found the cells that had large output/ prints (some had over a million) . I went to those cells commented out the code, then ran the cell, so the output was gone. Chrome will allow you to print large statements, but when you try to reopen it, if the output is still there, it will try to reproduce it and eventually run out of memory.
In VS Code, delete remove large print outs and useless cells. Keep your notebooks clean. After you’ve made edits, save the file. Reopen the file in Chrome and it should start right up.
